Can I get a tattoo even with eczema?

I have 1 tattoo on my left wrist that I got in March. I had no problems with it. I usually get eczema in the summer and it goes away within the fall but there was one small patch that I wasn't able to get rid of, which is on my right wrist. It always got irritated but I've been trying to get rid of it. It's pretty soft right now since I've been putting ointment but can get irritated and bad if I scratch it. Is it safe to get a tattoo there next week on Thursday? It will still be there maybe, the eczema and I will try my hardest not to scratch. My first tattoo on my other wrist never itched on me and I had no eczema on that arm. It's not even on my whole wrist, only half of it so half of the tattoo wont be on it but the other half will and it's a small tattoo, nothing big at all. I hope i'm making sense. I really want it, but I'm worried a little, you know? My wrist doesn't look different, only if you feel it, you can tell one part is smoother than the other. Idk what do you all think?
