I am done with a tattoo on back om my neck and my forearm...?

tattoo on my forearm is looking good ...but tattoo on my neck is swelling and feel moist ...i asked my tattoo artist he told me to not touch it or put any ointments ...just leave it to make it dry ...but i dont think its helping...what should i do ..i am really confused ...please reply me
