Bearded Dragon Eye Problem, HELP!?

The past few weeks here i noticed a problem with my bearded dragons left eye. On the top of each lid, there is a black line which looks like eye liner. There also seems to be a goo Lens that forms from lid to lid. If i don't wipe it away, the goo will get hard and crusty on the outside of the eye as it starts to drip. He won't open the eye as much in his enclosure but, when i take him out he will open it and that is when i can see the black lines and goo Lens. The eye is perfectly functional and he will normally use it. I have been using Neomycln and Polymyxin B Sulfates and Dexamethasone Ophthalmic Ointment on the eye and it has done nothing. Does anyone have a clue whats going on? Also, the problem isn't getting worse but it isn't getting better.
