How do you report someone for cheating in fantasy baseball?

The commissioner of my league locked somebody's team, forced that team to drop Howie Kendrick and added Kendrick to his team. Then he posted on the message board in a mocking tone, "Thanks for Kendrick, I needed a second baseman!" How do I report a commish for abusing his power?
