How to help a sunburn stop hurting and burning?

I have a sunburn and there's a bunch of little blisters on my shoulders. I tried using aloe vera it jus made me itch really bad. I put a&d ointment on it, loction took a cool bath and shower used Apple cyder vinegar. Nothing has helped, it hurts so bad I can't put a bra on and it hurts to wear a shirt. What can I do?
