Weird rash on neck.help?

i had burn myself with my curling iron probally a month ago....treated the burn for awhile til i felt it was cured with BNT (an antibiotic ointment for burns n scrapes)...then a week later i felt that area itching..thought it was a mosquito bite so paid no attention to it...then i scratched n i felt tiny bumps on that area...when i made someone look at it they said it resembled a hicky.....i can still feel the bumps n it still itches....so am wonderin how did a burn turn into a rash that won't go away?
