Is it or is it not Howie Mandel on Californication?

It is definitely Evan Handler. He was also on Sex and the City - he played Charlotte's husband. TOTALLY opposite roles there! Evan's character is hilarious. So is Howie Mandel, but Howie does not play "Charlie" on Californication.
